Unit 16 is defined by the Flat Tops: a vast, table-like volcanic plateau capped with alpine parks and ringed by steep basalt rim breaks that fall into deep timbered drainages, so elk hunters must read layered shelf country from a 6,800 ft valley floor to a rim above 12,300 ft. This is some of the wettest highland in Colorado, with hundreds of perennial creeks and high lakes, aspen and spruce-fir benches, and serviceberry and bitterbrush in the lower sage.
